2000 Other Saturn Models to pass inspection. Brake pads &

2000 Saturn SL1 (I'm new here)
The dealear wants approx $400 to do this and says my rotors are too rusty. I drove this car everyday for 4 yrs, how do the rotors get too rusty. The car was inspected by the dealer since I bought the the car with 27,000 miles. I am forced to doothe brakes myself. Is it ok to work on the brakes ouside in my driveway in the cold 30 deg. End of january. I do not mind saving money or being in the cold but is it gonna effect the job or safety of replacing the parts out in the cold?

No a lot of repairs are done in the worst wheather, cars seem to know when to break down at the most inconvienient times! Rotors do rust thru both sides! Between cooling fins and semi-met pads.
