I'm having trouble finding the a/c compressor control relay. On the van listed above, it's not marked from what I can see.

There isn't one. It is controlled through the A/C amplifier module. What is the issue, no A/C control? If yes take a jumper wire and test the clutch by applying battery voltage to the terminal the black wire with white stripe is on. That will activate the clutch. If it clicks, it's okay. Check the A/C fuse in the driver's side fuse box if you don't see the light come on with the A/C switch it may be blown. Beyond that you may want to check the system's refrigerant pressure as well. Low or no charge could also cause it to stop working.

I wanted to ask it just came to mind I have the peephole glass on A/C system. Is it supposed to be bubbling in the glass or does that mean I need to add more or is it too full? I don't have gauges but I am going to buy some just waiting to have funds.

The viewport should show fluid and a few bubbles, but you need the compressor running to see those. The terminal is on the clutch. There is one that grounds through the engine and the other is where you can apply power, if they used a 2-pin plug one should show ground, apply power to the one with the black wire with a white stripe.

Okay, clutch does kick on for 30 seconds. I didn't know both front and back A/C has to be on and on high speed to charge since there is only one compressor. I found out from an attack mechanic that does HVAC on trains and cars.

Okay, if it is turning on it's likely a low charge. I would get a gauge set and check the pressures. With a low charge the compressor kicks on, pulls in the refrigerant and starts working, then there isn't enough for it to continue, and it shuts off due to the low pressure.
This may give you some help in that. I would do a good leak check as it's a 22-year-old system.
