When I come to a red light or a complete stop for more then maybe ten seconds my car will flash the red lightning bolt light and then it will cut off or it will not move. So I have to put it in park and restart it, but if when I come to a complete stop I put the car in neutral it will not do anything. I have changed the throttle body and even the catalytic converters and it still does the same thing. Has any one had this problem?

Try cleaning throttle plate with choke cleaner on both sides and IAC hole. if it continues check fuel pressure with a gauge auto parts rent it. See link.
