Radiator fan not working properly?

Basically, my car is heating up until 109 degrees Celsius and then the fan kicks in at high speed and when the temperature drops off at 101 it turns off and continue like this, because the car engine temperature is always 100 there are always leakages from water pipes, so I'm keep changing them and I'm tired of it.
What's the issue?

Maybe it is but I tried to take the fan fuse out so the fan will keep running while driving, so the engine temperature is showing 63 to 68 degrees Celsius.
My question if there is a way to let fan kicking at 95 degrees Celsius and will turn off at 90 so I can keep driving and there will be no leakages because the problem is overheating?

You would have to have the computer reprogrammed to change the fan operation. It could be you have a clogged radiator; did you go over the guides above?

I checked that the engine oil is okay.
To open the sparkplugs I didn't have tools.
I feel like from when I changed the thermostat the temperature is staying very high before when I was driving smooth the temperature was going down and when stuck in traffic it was high like now.
From some time there is a whistling sound coming from the engine as well.
My mechanic already changed the belt and belt tensioner but I realized it now that the whistling sound comes from the engine because I tested it today with a water pipe to hear exactly where the noise is coming from.
