Pontiac Grand Am Repair Question

Seized tire
I have a 1999 pontiac grand am se 2.4l v6 approx 185 000km. My problem is that my rear passenger tire is seized up. I went to pull away and car wouldn't move. I accelerated and it felt like back of car was dragging....and it was just on the passenger side though. Just wondering what could be the problem....and how to fix it.

do you use the e brake when parking , if so check the cable on the right rear and see if its taught , if it is try pulling a little to see if you can un stick it , and get the wheel off to check the brakes for any failures
