1998 Plymouth Voyager Radiator coolong fans stuck on

My Voyager radiator cooling fans will not turn off.
ai pulled the connection wires off the heat sensing plug and the fans remained on.
My Haynes manual wiring diagram shows a fan Relay, But does not show where it is.
I will replace it if I can find it. Thank you.

The Relay should be located on the drivers side, front inside frame just under or near the radiator. it should look like this.....
