1996 Plymouth Voyager shifting

I have replaced transmission 3 time the same happens every time it wont shift into high gears replace all the switch and sensor it still does the same thing

OK you got my attention
you have a black box on the side of the tranny with about 6 or so wires
it called solenoid packs
that is the most common to fail and if its OK and you said that you replace the TCM then check the wiring between TCM and solenoid pack
(its in front on the tranny by the cooler lines )
