1989 Plymouth Voyager will not shift

The transmission is "stuck" in 1st gear. I have changed fluid and filter, linkage is ok. What do I do next?

You need to get the transmission pressure tested to find out more

Sounds as if you may be in "limp home mode" which is actually 2nd gear. This occurs when one or both transmission speed sensors go bad. $17 each and get a deep dish socket to replace them.

Of course, get the tranny pressure tested as rasmataz noted.
