Parking brake not working

My parking brake pedal quit holding my SUV.I replaced shoes drums and actuators replaced dust shields while I was there. Still no parking brake. So I replaced both back cables still nothing. Then I replaced intermediate cable and parking brake pedal that came with front cable still nothing. The original cable had a adjusted on it the new one didn't. Even with the adjuster screwed all the way in I have no parking brake.

Every thing seems to be working right with the drums off the Actuators are moving. I readjusted rear shoes to.026 clearance.

I have replaced all parts and am totally confused and frustrated. The parking brake is engaging but not enough to hold the vehicle on a Hill. The pedal is soft and goes all the way to the floor very easily. Any help would go a long way. Thank you

The design of the parking brake system (requires) equal pressure to both brakes or it will not work. So, you either have one side not working in the drum or you have the wrong cable. My bet is a wrong cable if the old one had an adjuster and the new does not. If where you got the cable does not have one with an adjuster then check elsewhere for one that does.
