Two fans, neither cooling or condensing fan come on. Both relays and fuses appear good. Condensing power to fan shows 12 volts when the A/C is on, but fan does not come on. Cooling power to fan shows zero voltage even when engine temperature goes above 1/2 way.

I attached the wiring diagram. We need to treat these like two separate issues because even though they are both fans, they are to operate individual of each other. So the hope is that if we fix one of them it will fix the other. However from what it sounds like, I don't think that is the case.

The fact that you have 12 volts to the condenser fan points to either a ground issue or the fan motor has failed. Let's start with checking the ground G101. It needs to be clean and tight.

If that is okay then I suspect the fan motor is failed.

As for the cooling fan having 0 volts, let's check power at the relay on pin 3 and 4 when the engine is on and temperature is rising. Remove the relay and check voltage on both these pins and see what you have.

Let us know this info and we can go from there.
