I would say this is a done deal. I will bet you a 6 pack of rolled tacos that it's straight water and no coolant, duh right?

Haha. Okay. If both fans are working then we need to check for hot spots.

Running straight water is okay for a short time. The purpose of coolant is to prevent corrosion on metal parts in the system that water would cause and to prevent freezing in low temp that water would do. It does improve cooling but it sounds like you have another issue.

If you have straight water, I would put the coolant in if you have no leaks but I would take that bet because I bet you have a restriction. Use a temperature meter to check around the engine and it should be pretty even all the way around.
