Heater blows cold air, passenger side floorboard is wet and it gets hot

Welcome to the forum, if that is antifreeze in the floor, I suspect a bad heater core.

Possibly on your question, and there could be two different issues. If your losing coolant, get it fixed. Does the radiator fan run ok?

Fan works fine, jus moved it and its smoking and the oil is milky so I'm guessing its the head gasket right

Some makes, have had trouble with intake gasket. That shouldn't cause coolant in the floor-board.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
