1995 Oldsmobile Cutlass Not Sure

When trying to start it all of a sudden it won't crank to start. All lights work and other things as well. Then after a few times it will start all of a sudden. This just started today. It's also really cold here but it's garaged except while at work.

It sounds like your starter is on it's way out.
When the carbon brushes wear down inside the starter sometimes you will get a (dead spot) where the starter will not get enough current to start.
Letting it sit for a few minutes sometimes helps. Giving the starter a few taps with a hammer will sometimes help, but the bottom line is you are going to need a starter very soon.

Start by checking the battery and if you can have it tested that will eliminate it.
So you can move on to checking starter
did you check coolant level are you loosing any
