1993 Oldsmobile Cutlass trouble cranking

I used the car daily. I had stopped at a store and when I got in the car to come home it started sputtering/surging like it was running out of gas. Because the digital dash doesn't work most of the time I thought it might be out of gas and stopped to put gas in it. It cranked up again but was still sputtering/surging. I made it the 6 miles home, shut it off, then it wouldn't crank again. We replaced the fuel pump and fuel filter. Cleaned the fuel injectors. Got it running again when a belt broke because a pulley had seized so we replaced the pulley and belt. Next came a new battery. Now, the car will just turn over unless you spray a good amount of starter fluid in it, then it will fire right up but the throttle is stuck wide open until it warms up after about a minute or so. After that it runs normally and you can shut if off and crank it back immediately just fine. But if you wait a minute or two you have to spray starter fluid in it again. I'm at my wits end with this car and any suggestions would be greatly appreciated.

Well you did the fuel pump and filter already, check the pressure regulator and throttle position sensor, that should clear you right up, keep me posted too. I will send some info on how to check the fuel pressure
