Code P0141, O2 sensor heater circuit malfunction?

I have the vehicle listed above that recently got a new exhaust from the cats back installed as well as both bank 1 o2 sensors. Within five seconds of starting the vehicle the check engine light comes on with a p0141 code. I have swapped the bank 1 sensor 2 with two different new o2 sensors and still get the same code. The LAF fuse is good, and it has a new LAF relay also. I looked over the wires for the downstream o2 sensor and everything looks to be okay. It has the original catalytic converters on it still. I am kind of at a stand still at the moment with this vehicle. Any help would be greatly appreciated. Thank you

When doing the exhaust work there a chance you got the bank 2 wiring on bank 1 and vice versa?

The owner of the vehicle had a shop do the exhaust work, so I am not sure. They did not replace the bank 2 sensors.

The P0141 code is a problem with the O2 bank 1 sensor 2 heater circuit. So, this will be the sensor or the wiring. I would raise the car up and check the work that was done.
