No start, ECU not giving out power

Need help, losing voltage, car does not start. There are wires that are cut and sensors I cannot find. I have a black red wire connected to brown ground wire? A single white wire with grey stripe, and purple brown/brown wire. My ECU isn't getting power to go out and pins 21 and 62 does not have power. And there is a green/yellow wire connected to blue wire isn't getting power.
