My 99 Saturn SL2 has power but will not start.

Car has power as everything is lit up inside. When the car does not start it makes no sound when the key is turned. Occasionally after 10-20min of trying to get it to start, the car will start. Is it the starter? Ignition switch?

Most likely its the starter the solenoids go bad on the starters go bad. Do you have a test light to do some testing? Also when it wont start try tapping lightly on the starter with a hammer and see if it starts.

I am not sure what a test light is so I am going to say no. Should I just replace the starter? I'll try tomorrow to use a hammer and see if it starts up, I am assuming I'll need to get under the car or can I reach the starter from the top? Please forgive my lack of car understanding and terminology.

I wouldnt replace the starter unless you know the starter is bad. You could in from the top if you use a long socket extension to reach it. While the key is in the start position then tap on the starter see if the starter works then.

By tapping on it with a hammer is this going to tell me if my starter is bad? Is it a diasnogist test?

Yes if it starts bad starter if it doesn't you will have to get a test light and see if the purple wire at the starter has power with the key in the start position?
