1997 Mitsubishi Galant Transmission does not shift

When I move the lever to D position, the light in the N postion will continue to flicker and there is light on the D position also. The car can move and it will stay in one gear only. I think it engage to 2nd gear as the RPM is quite high and moving from stand still feel heavy until it get to momentom. I have changed the filter and the fluid and it still does not function as it should be. Could this be someting to do with the electronic componant of the transmission unit.

Trans is in fail-safe mode which means a fault has been detected. You will need an analog volt meter ie. One with swing arm. Loacate data linkk connector left kick pannelbelow fuses. The first terminal top row and first terminal second is where to place meter leads. Red in top black in bottom. Key on codes will swing meter arm so pulse, pulse pause pulse, pulse, pulse, pulse is 24. Post codes and will advise.
