1995 Mercury Marquis AC Compressor

I have a 1995 Mercury Grand Marquis. My AC just stopped working two days ago. When I turn the AC on the clutch on the compressor will not engage. I referenced my owners manual and check the fuses and they are fine. The Ac fan on the radiator also cuts on and off properly. On the top of the compressor I located a wire harness with two wires. I placed the positive end of my volt meter in one side and ground the volt meter to the battery. I had a friend turn the Ac on and off and I we go from almost no voltage to 11.47 when turn on so i assume it receiving the proper current to kick it on. Any Ideas?

It cold be a few things...

Low on Freon.... Bad Cycling Switch... or Bad Clutch....
