Loud, frequent whine/groan from engine area?

I have two videos to hear what the sound is from inside the vehicle and from outside with the hood up. For additional information, the noise happens after the car has warmed up and only happens when I've released the gas pedal. If I'm idling in place or driving down the road it always happens when no gas is being added to the engine. Never heard a noise quite like this and haven't had any luck finding any video with a similar sound online anywhere. Also, no check engine light has come on yet.

Thank you for the videos. It sounds like one the engine accessories are trying to lock up, I would remove the serpentine belt and then start the engine again to see if the noise is gone, and if so, try to spine the alternator, water pump A/C compressor pulley to see if they rotate freely. Here is how to remove the belt to help see what's going on. Only run the engine for no longer than 1 minute. Check out the images (below). Please upload videos in your response of the problem so we can see what's going on.
