1992 Lexus LS 400 Power steering has clogged and died

My power steering started getting clogged. I used to be able to solve the problem by flushing the fluid out the bottom after removing the solenoid valve, but that seems to be no longer effective. Power steering pump was replaced with a refurbished one about 3.5 years ago. What could the problem be?

How do you mean cloged? What is it doing or not doing?

It's as if the power steering goes out. It's very difficult to turn the steering wheel when the car isn't in motion.

Ok this car has a power steering ECU. This is a computer more less that controls the power steering pressure. It is what tells the power steering pump to come on when turn the wheel. If you have a digital multi meter we can test this ECU. Get back to me with what you would like to do.
