My project jeep, a 1982 cj5, will not start. I replaced the starter and the battery checks out fine, but I cannot even get the headlights to turn on. What could be the problem?

Start at the source
the battery
check terminals
get a test light use it to check power /ground
using the battery as a begging point
check fusible links
