Whenever my car is low on gas the transmission wont shift when its below a 1/8 of a tank but when it has more than a 1/8 of a tank it runs fine we have checked the transmission fluid and that is fine what could this problem be

The fuel pump check valve is bad, the fuel is leaking back in to the tank, that why you need to turn the key on and off several times to prime the fuel system again.
Replace the pump located in the back under the cargo area.
