1995 Jeep Cherokee car thinks it's being stolen. Security

I have 94 Jeep Grand Cherokee that sometimes won't start because the factory security light blinks on and off and the car thinks that it's being broken into and won't start. When I put the key in the ignition I can use the radio and all of the electrical things, but when I turn the key it won't start.

I've reset the battery, put the key in all of the doors and turned them. Started from scratch with the doors locked, unlocked the door with the key and the same problem remains. The security light continues to blink on and off and the car won't start. Any ideas? I took out many of the fuzes to try to pinpoint the security light thinking I might be able to disengage the security light blinking. This didn't work.

Please help. It took me 4 hours of resetting the battery in the cold last night before it finally went back to normal for a bit

There are a number of things that could cause this so let's start with this guide to get us on the same page:

However, if this doesn't lead to anything then I added the info below from the manual.

This will not only talk about the system but give the flow chart that we need to follow in order to figure out what the issue is.

I included the reset process as well so that may be the simple answer. If not, the testing is included as well.
