Heating system

The system blows cold air when rpm's are below 2500-3000. Have already replaced water pump and thermostat. Still no heat at idle speed. Any idea's what else it could be

I HAVE A 99 XJ8 WITH THE SAME EXACT PROBLEM.
EVERYTHING WORKS PERFECT EXCEPT AT IDLE NO HEAT . HIGHWAY SPEEDS HAVE HEAT. IF YOU FOUND FIX IT WOULD HELP ME OUT GREATLY.
