1997 Hyundai Accent Power steering

Hi, I have a hyundai accent 1, 3 SI from 1997. It doesn't have a power steering. The problem is, the steering wheel is REALLY difficult to move! Even for the lack of power steering it seems a bit wrong! Is it possible that it's broken? Does this type of a car have a power steering usually?

The power steering is normally in the vehicles today. However, it is still optional on some vehicles. If you are sitting still, the steering will be very hard to turn. If you are moving, it shouldn't be a problem.

Is that how yours is working?
