The prelude starts up, runs, and drives but the problem comes when shut off the engine after about 20-30 minutes (to go to the store or something) I am unable to start the engine for at least 30-60 minutes. When I go to turn the key I hear the engine try to start but it just cant quite make it. After serveral attemps I would smell raw gas. Any ideas? A classmate suggested it would be the fuel regulator.

You are smelling gas because you have flooded the cylinders with fuel. I suspect your problem is the EFI relay. It is located in the upper left side of the dash--way up. It is a dealer only item. I would also remove the plugs and repaece them with new ones as tey are gas fouled and that errodes the spark efficency.
