Engine revving when idoling

I have a 2003 Honda Civic with 127,000 miles. When the clutch is in or it is in neutral, the engine revs up on its own up to about 3000rpm, then down to 0 and back up. It continues to go up and down until it is put in gear. Can you let me know the problem.

The engine is surging. Does it do it cold, warm or anytime? Generally, a vacuum leak or air trapped in the cooling system. I would search for vac line problems and bleed the cooling system. Bleeder should be located at the top radiator hose near the head. There us know how that worked.
