icreasing speed and stop speed

1990 honda civic hatchback 1.5 300,000. When pushing down on the throttle i likes to sputter and when it is at a dead stop or at a low RPM the rpm's rise to 3000 and back to idel rpm over and over again. I have checked if i have a vac liek but i didn't see or hear anything. i think it might be a plug. I have tryed cleaning and repluging the plugs. but i don't know what to do next can you help??

You might have one or two issues.

The surging is possible due to a factor on this list:

- vacuum leak from a vacuum line
- intake manifold crack
- intake manifold gasket leak
- dirty idle air control valve
- dirty EGR valve
- bad PCV valve
- air in the cooling system
- low coolant in the cooling system
- sticking air flow sensor on the throttle body

There are others but those are the major players.

The sputter could be a plug or a bad wire.
