2000 Honda Civic code PO410 EGR insuffeciente flow detected

I remove and clean egr valve put it back. Erase code drive after 6 miles engine check light came out again. Go buy egr valve at a honda use parts only. Clean egr valve with new gasket put it back. Erase code. Drive about 10 miles check engine light shows up again. Check vaccum remove end of the hose connected to the egr nothinng. Remove hose connected to the intake mannifold sucs good. Now the hose from the intake mannifold goes to a like regulator with wire and this regulator like is connected to the egr valve by vaccum hose. Now I bay pass the regulator thing and connect the hose from intake to egr. Erase code drive to work after 18 miles same check engine po410. Any suggestion honda civic hx 2000

Remove the EGR valve and use carb cleaner to clean the port under it to the intake manifold.

Compressed air and a flexible brush would help to clean better. A used/old speedometer wire attached to a handdrill works weel for cleaning.
