I can not get my fuel pump to kick on I have changed everything that I can think of and nothig seems to work what am I doing wrong?

Check and test the PGM-FI main relay your power starts here then to the fuel pump thru the yellow wire to the fuel pump-Power the fuel pump direct from the battery and see what happens

I have replaced the main relay completely and it is still doing the same thing it is losing fuel pressure when I shut the car off

Injectors or the fuel pressure regulator could be leaking to include the fuel pump check valve.
