1991 Honda Accord Shimmying

I have a 91 LX When I am at a complete stop like when you are at a red light and you apply your brakes my car will go to about 400 rpms and shake really bad I cant even have my heater running or it will shake even worse same for AC once I accelerate it is fine could this be a battery or engine problem wasnt sure thanks

Sounds like the idle speed is set to low to begin with. Try doing a throttle body service and make sure you clean the FITV and IACV ports (you'll see two holes/ports before the throttle plate)
