Back-up fuse 7.5amps blows as soon as I put new one. It takes out the radio, clock & seatbelt retractor. Seatbelt is stuck halfway.

You will have to find the schematic for that circuit and start to determine which component is shorting out the fuse. You will have to put an ammeter across the circuit and start to unplug connectors.
