When is cold the engine runs between 2500 to 2800 rpm, for about 15 to 20 seconds and then it falls back to normal cold idle. What is the problem.

Nothing normally but clean throttle plate on both sides and iac hole with choke cleaner it may take care of it.

Check for a vacuum leak as well as grommets on engine for air leaks and holes in duct work from air cleaner.
