The problem was first noticed at around 40k miles. The engine will crank but not start when the outside temperature drops below about 30*f. If it is parked in the garage overnight it will start and run fine.

If it is cold outside and I shut it off and let it sit for an hour or two and it will not start. It runs great and starts immediately in warm weather.

Is there a cold start circuit in the fuel system of this vehicle? Is there a cold start relay that I can check?

Have you ever added water remover to the fuel and run it? Sounds to me like you might have a bad ECT or engine coolant temp sensor. That is what helps mix the fuel with air ratio on cold start.

Take out your intake air temp sensor and the ECT and let them get room temp then compare their resistance values. Should be similar.
