This 5.7 liter EFI cranks over and floods plugs. I've checked the timing chain, compression 205 to 215, spark to the plugs which is OK. Fuel pressure test is 65 psi. Installed fresh Autolite platinum plugs gap .060, which have fowled after cranking, the engine seems normal but floods the plugs and will not even try to start, I'm looking for ideas.

You have a problem in the area of the fuel injectors. A common cause is the fuel pressure regulator but it can also be any of the line connections or the injectors themselves. Your going to have to remove the upper intake to find the cause.

What is the test procedure for testing the regulator?

You can use a fuel pressure gauge to see if it leaks down when shut off but that doesn't automatically mean it's the regulator. It can still be something else in there leaking.

Your going to have to remove the upper intake and visually look for leakage.
