Engine low power

I just purchased this car for work and I have driven them around enough to know when there is issues. First of I noticed when I drove the car back last night it was struggling for fuel when I put my foot on the accelerator it would move out/when it come time to slow down it would comprehend, until I put my foot on the accelerator then it would start nearly cut out. It sounds like you have a clogged catalytic converter. But to be sure lets run down this guide.
