Fuel issue, will not start

Picked this car up a while back probably hasn't ran in five months or so. Replaced the spark plugs, wires, cleaned the fuel rail, (which wasn't really dirty) and checked the fuel pump which has no problems. I'm getting power to my relays and fuses, but it just doesn't want to start. It did however when I used starting fluid. Any help would be much appreciated.

Hi,

That is good that you can start it with starting fluid. If this is the case then most likely your fuel pump has failed. Here a guide that will help figure this out. You will want to test the fuel pump just to make sure but I am pretty confident that is your issue.

Okay, so I can't find the fuel pressure regulator anywhere on this car. I've tried looking it up along with actual pdf files of the manual.

It shows it is on the fuel rail. Just keep in mind that the regulator is only going to control the pressure. If there is no pressure then that is the pump. However, if the regulator is stuck it could be your issue.
