1999 Ford Windstar windshield wipers

When I turn on my wipers on they go up then they stop for a few seconds then they continue to move then they stop again this only happens when my wipers are on intermitten.

Check the Wiper On/Off Relay. In Battery Junction Box

DESCRIPTION & OPERATION
All wiper/washer functions are controlled by the multifunction switch and Front Electronic Module (FEM). FEM is located behind left side of instrument panel. FEM controls wiper/washer functions through 3 relays located in the battery junction box. Interval wiper delay can vary with vehicle speed. Using vehicle speed inputs from PCM and anti-lock control module, FEM will decrease interval delay time when vehicle is greater than 10 MPH. FEM fault management logic provides limited front wiper functionality in event of multifunction switch or ignition switch failure.
