1996 Ford Windstar Heat not working

Heater problem
1996 Ford Windstar 6 cyl Front Wheel Drive 140, 00 miles

My heat is not working :(
The blower is blowing out cold air.
There is coolant in the van, and it's not over heating, so my next though was the fuses. I don't have the owners manual so I printed pictures of the fuse box diagrams, but I don't know which fuses to replace. Any suggestions?

Fuses wont affect the heating unless the motor isnt turning on. But it is so we can eliminate fuses.

What I want you to do is get the engine hot and turn the heat and everything full blast.

Pop the hood and check the heater core hoses. Both hot? Both cold? One hot one warm one hot one cold?
