Make sure the coolant is full, the engine is running at operating temp, and the thermostat is good. If that is all good, flush the entire cooling system including the heater core (reverse flush the heater core too).

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
