When the ABS light stays on, it indicates a problem with the antilock brake system.

When you start the car, the light should light up for a few seconds (this verifies that the light works, and that the system is powered up), and then go out.
When the light does not go out, the system has detected a problem with the antilock portion of your brake system, and antilock function is disabled. The brakes will then operate as a normal power brake system without antilock.

Your antilock brake system needs repair.
