Fuel Pump runs continuously

Computer problem
1996 Ford Ranger 4 cylinder.

The fuel pump runs continuously with the key on but will shut off when I turn the key off. It also will not start. What could the problem be? What should I look at?

Okay, first if you would pull a spark plug wire off of one of the spark plugs and put a Philips screwdriver in the end and put it near metal (like the valve cover) and crank it over and see if there is spark. Let me know what you find, and we will go from there.
