1995 Ford Ranger 4.0 V6 will not throttle down

When driving and coming to a stop the engine will not idle down right away. Eventually it will, but it is becoming very annoying.
Checked the Throttle body - OK
Mass air - OK
O2 - OK
Did get a fuel code - Replaced Pump
I cannot get the truck to do this in the driveway.
Only happens when I drive it?

Without codes its tough but it may be the idle air control on the side of the throttle body and also check for vacuum leas on the engine
