1996 Ford Mondeo Lack of turbo power

The turbo does not work in the lower gears, it kicks in very late in third gear and is a bit earlier in fourth gear and ok in top, There is no additional noise of smoke from the car. And it is ticking over fine.

Have the turbo checked. It may be due for a replacement !

Have you replaced your engine, I ask this because ford did not do a petrol turbo mk 2 mondeo
