won't start, clicking noise

my wife's 01 ford focus SE (approximately 80k mi) ran fine a week ago, sat for one week and won't start. Battery seems fine, no smells, no leaks, when I turn the key the instrument panel lights blink on and off along with the click noise coming from the steering column/engine. it's a persistent CLICK CLICK CLICK CLICK as long as I engage the key. Could this be the starter?

seems like battery is very low on life. charge it or jump it if it starts its battery. battery may have a bad cell and would not mean that it would look bad or smell or look like its leaking. if battery checks out good clean and tighten the battery cables and battery posts. if those dont remedy have the starter tested.
