I have a whistle coming from the passenger side of truck sounds like one of the accessory drives only goes on when you first start and when you drive down the highway idling around 1800-2200rpm it will come and go

Take off the drive belt and drive it. Make sure you dont overheat it though.

Does the noise stop? If so its not the drivebelt, and I woudl be checking out a bad pcv valve or crankcase breather or a issue wiht another vaccum line leaking.
