2000 Ford Explorer whining noise

It seems to me that the 4 wheel drive is staying ingaged. We just had a pretty good snow and after it was gone is when I noticed the noise. There is a whining sound from the front when driving. It is most apparent at around 40mph and worse when you let off the gas. I disconnecte the hub wireing to see if it would help and nothing.

Reconnect the hubs. In lose gravel, check to make sure the 4wd is engaged. If it is, check to make sure you are getting power to the actuator on the transfer case.
