Can a home mechanice tackle the r/r of a heater core on a 2000 ford expedition? I know that the instrument cluster has to be removed along with many other details.

It's a whole lot more involved that an instrument cluster. The entire dash has to be removed and then the entire HVAC housing has to be removed and disassembled. You will need a refrigerant recovery and recharging station also.
