1998 Ford Escort transmission or clutch problem

My Escort is locked up in 4th gear. I assumed that the clutch was bad. A mechanic told me if it will not shift and stays in 4th gear that the transmission is bad. What do you think?

With the engine off -- rock or push the car so it rocks and try to put the tranny in neutral without pressing the clutch. You should be able to do this easily. If not then it is the transmission.
